Lets revive the campaign to remove country limits.
It is hurting EB immigrants from India and China and still people are unwilling to make this an important issue. We have not seen any employer take this up as an issue. However if you see country cap being added to the amnesty bill, the entire lobby of these people will make noise and will not let this happen. So let us stop giving arguments like diversity etc to ourselves because that really is not an argument across the board. So if country cap is an important issue for Indians and Chinese, they need to lobby hard against it. This has not really happened. Instead we get caught up in action items for small things that the community really wants. Imagine if the country caps are removed, the dates will move much faster. There needs to be strong support from the community if country caps were to be removed in CIR next year.

Other than that RD also comes into play in deciding the order in which the file comes under review of an officer. This is irrespective of what the visa bulletin says..and is called in CIS parlance as pre-adjudication if the PD is not available.("pre" as in adjudication before a visa number is available).
Such files that have undergone adjudicator review/FBI name and fingerprint as well as IBIS checks and are complete in all other respects but for visa# are now placed in separate area shelf for quickly assigning #'s, stamping, signing and ordering cards when PD is current for such petitions.
So the work of reviewing files goes roughly in FIFO order (that is based on RD) all round the year whether the bulletin says C, U, A, B or JAN01STONEAGE!

We can't just poke around an established government agency because we feel they are not doing their job properly.

Based on the informaiton available, it was been determined that the demand from �All Other Countries� for Second preference numbers, plus the amount of numbers available under China and India Second preference per-country limit, would be insufficient to utilize all available numbers under the annual limit for this category. Therefore, pursuant to Section 202(a)(5) of the Act, the unused numbers have been made available to China and India Second preference applicants. Since Section 203(e)(1) of the Act requires that such unused numbers be made available strictly in priority date order, the China and India applicants have been subject to the identical cut-off date. i had heard a lot of ppl everywhere talk abt "new numbers will be available from oct.".....due to fiscal year starting.....now that oct visa bulletin is out and there are no EB3 numbers for india as "current"....did they mean november visa bulletin which will release mid october?......or is bridge amendment the only hope for us Schedule A professionals now?

Thank you!! That's true exagerated values. With concurrent filing you can travel in and out of the country, you can work etc. Now we are moaning that the greencard is going to take forever! Wow! Be happy with this situation (file your i-140 & i-485) and stop these pessimistic views!
I think the calculations are actually conservative. If this thread depresses you, don't read it. But people need to be able to whatever analysis they can to see what's ahead!

Lofgren may have really good intentions to help several of us by introducing these 'sensible' administrative fixes but with meetings/discussions like these, they would get no where. Lofgren seems to be a very soft-spoken person and if she is the moderator (or even a mediator) in these discussions, there is just no way the train will stay on the track.
No wonder, the govtrack/thomas websites say, this is the first step in the process. They get discussed (or its lack of) and may get killed right away.
Besides just beating their own drum and saying ga-ga about their efficiency and sometimes throwing words like "we have opportunities" to improve, the discussion was a disaster.
On the other hand, it may be that most of them have already made their mind up as to what to do and this is just a charade. The discussion is a way to show their due diligence. The decision is obscure akin to the anything related to the process..

I think there is more smartness needed than luck in the greencard process. If you look at the posts in this thread there are some people that came to USA in 1990s and still waiting, while some that came much later are on their way to citizenship. Some got the EB2 route and are happy and some in EB3 have only gloom before them.

Would it help to call senator Specter's office to find out what he feels about the chances of his bill? Will it get a chance to go through all the amendements by the committe or Senate Leader will table his own bill on 27th?
